BOSSES at troubled Basildon Hospital have been told to make “swift” improvements or face enforcement action.  The hospital is failing in four essential areas – including the way it cares for dementia patients and in the safety standard of equipment – according to independent health regulator, the Care Quality Commission.  Following its most recent inspection of the hospital, the commission has now issued a stark warning to trust chiefs that it will use its new powers to deal with underperforming hospitals, unless quick improvements are made.  The penalties range from fines, to prosecuting through the court.  In the most extreme cases, the commission can even cancel or suspend a care-provider’s registration – effectively shutting it down.  This is the second time the commission has had to get tough with the hospital.  In November 2009, it imposed a series of improvement notices and conditions on the trust over poor hygiene standards in the A&E department.  A team of ten inspectors visited the hospital in December, over a three-day period.    The hospital was assessed on 16 standards of patient care and safety.  In 12 areas, the hospital was found to be compliant. However, in four areas concerns were flagged up.  The trust has been told to rectify this. It must put measures in place to ensure all equipment is checked and is safe, as well as introduce a risk management process within its heart specialist unit – the Essex Cardio- thoracic Centre.
